They know they can get a captive market with researchers who will pay whatever they ask for access to these enormously expensive machines.

Which is terrible actually; quantum computers don't just have depressing "break modern crypto" applications. They have applications in physics and simulation, especially quantum chemistry. The potential is enormous for advancing things like green chemistry and improving the efficiency of industrial processes, which are the #1 source of greenhouse gas emissions in the world.
